SBP applies a rigorous, evidence‑driven risk‑based approach to ensure that biomass feedstock is sourced responsibly across diverse geographies and supply chains. This model recognises that sustainability risks vary significantly between regions, and therefore a uniform, one‑size‑fits‑all method is neither efficient nor credible. Instead, risks are identified, assessed, and mitigated based on local context, regulatory frameworks, and environmental and social conditions.
At the core of this model is the principle that higher‑risk scenarios require stronger safeguards, while lower‑risk situations can be evaluated through streamlined procedures, provided they are backed by robust evidence. This allows SBP to focus attention and resources where they matter most, ensuring both high sustainability performance and an efficient certification process.

Our risk‑based approach integrates three key elements
Clear sustainability criteria
Established in SBP Standard 1, which identify what “responsible sourcing” must demonstrate.
Context‑specific risk evaluation
Which interprets these criteria in relation to the realities of each region/country.
Targeted risk mitigation measures
Ensuring that any identified risks are managed consistently and credibly across all biomass producers and supply chains.
This model enables Biomass Producers to understand localised risks and apply appropriate mitigation measures, while providing Certification Bodies with a transparent and harmonised basis for verifying compliance.
Supply Base Evaluation
All Biomass Producers are required to conduct a Supply Base Evaluation (SBE), a structured due diligence process designed to ensure that all sourced feedstock meets the relevant SBP requirements. The purpose of these evaluations is to assess the likelihood of non‑compliance with the relevant indicators, specific to feedstock category, set out in SBP Standard 1.
Regional Risk Assessments (RRAs) are a key part of our focus on identifying and managing risks associated with sustainably sourcing feedstock for biomass production. Developed at the national or regional level, RRAs assess the likelihood of non‑compliance with SBP Standard 1 indicators across a defined geographic area. They draw on publicly available data, expert analysis and stakeholder engagement to identify risks common to all Biomass Producers sourcing in that region.
By providing a shared, independently reviewed assessment, RRAs reduce duplication of effort, improve consistency across supply‑chain evaluations and strengthen regional stakeholder involvement. Where an SBP‑approved RRA is available, Biomass Producers must use it as the basis for their risk evaluation. Producers are still responsible for implementing any risk‑mitigation measures required.
Where no approved RRA exists, the Biomass Producer must conduct a Company Risk Assessment (CRA). The CRA follows the same structure as an RRA but is developed at the company level to assess risks specific to the Biomass Producer’s own supply base.
Whether risks are identified through an RRA or a CRA, each relevant indicator in SBP Standard 1 must be rated as either low risk or specified risk. For indicators rated as specified risk, the Biomass Producer must implement appropriate and effective mitigation measures to ensure the risk is controlled or eliminated.
